NEARLY 100,000 known drug dealers in Metro Manila have been arrested by agents of the National Capital Region Police Office from 2016 to date with NCRPO director, newly-promoted Major General Debold M. Sinas vowing to account for more ‘high-value targets’ or HVTs this year, the Journal Group learned yesterday.
Records showed that from July 1, 2016 up to yesterday, the NCRPO conducted 48,950 anti-narcotics operations including 16,936 buy-bust operations; 1,249 service of warrants of arrests for violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002 and 372 service of search warrants.
They also include the conduct of 293 checkpoints; 5,269 Oplan: Galugad and Oplan: Bulabog; 629 Oplan: Sita; and 24,2020 police responses which led to the arrest of drug offenders and the confiscation of shabu and other prohibited drugs.
Sinas said that during the period in review, there were 99,667 drug personalities arrested including 24,813 identified pushers, of which 5,781 are included in the Philippine National Police and Philippine Drug Enforcement Agency watch lists.
The period in review also saw the killing of 1,355 armed drug suspects in gunbattles with undercover officers in Metro Manila and the surrender of 235,995 confessed drug personalities.
Sinas said that during the period, the NCRPO seized nearly P5.4 billion worth of shabu; around 34.5 million worth of dried marijuana leaves; some 23 million worth of the designer drug called Ecstasy; an estimated P607,000 worth of cocaine; and 2,571 assorted firearms which were recovered from the arrested drug personalities.
The NCRPO operational accomplishments from 2016 to date were made during the tenure of former PNP chief, now retired General Oscar D. Albayalde; former NCRPO chief, now PNP Deputy Chief for Administration, Lieutenant Gen. Camilo Pancratius P. Cascolan; former NCRPO chief, now PNP Deputy Chief for Operations, Lieutenant Gen. Guillermo Lorenzo T. Eleazar; and Sinas who took over as Metro Manila police director last October.
Yesterday, Sinas, who is scheduled to take his oath of office as a 2-star general before PNP chief, General Archie Francisco F. Gamboa today, congratulated officers and men of the Navotas City Police Station who were behind the arrest of three big-time drug dealers in the city who yielded 270 grams of the so-called ‘poor man’s cocaine’ worth P1.8 million during a buy-bust operation along Lost Martires Street in Barangay San Jose early morning Sunday.
NCRPO chief said he has ordered all NCRPO station commanders and Drug Enforcement Units from the five Districts to focus on ‘HVT’s on orders of Gen. Gamboa.
Gen. Gamboa said that to reinforce the Philippine Anti-Illegal Drugs Strategy under Executive order 66 issued by President Duterte, otherwise known as “Institutionalizing the Philippine Anti-Illegal Drugs Strategy”, the PNP’s operational thrust for 2020 will focus more on intensified intelligence-driven anti-illegal drug operations particularly against upper and middle-level High Value Targets engaged in trafficking of commercial quantity of illegal drugs with an average of 15 grams per operation on November to 86 grams or more per operation on December 2019.
