New QC top cop, 5 other officials named

PHILIPPINE National Police chief General Oscar D. Albayalde on Thursday named two new police regional directors and four more key police officials including a new Quezon City Police District director.

Albayalde said he approved the designations of four Philippine Military Academy and two PNP Academy graduates upon the recommendation of the PNP Senior Officers Placement and Promotion Board.

Those designated to their new posts were Brigadier General Joselito T. Esquivel Jr., the erstwhile QCPD director who was named new Police Regional Office 13 director in Caraga region; erstwhile PRO13 director, Brig. Gen. Gilberto DC Cruz as new PNP Director for Integrated Police Operations-Northern Luzon;

Brig. Gen. Alfred S. Corpus as new PRO12 director in Central Mindanao; Brig. Gen. Omega Jireh D. Fidel as new director of the PNP Engineering Service; Brig. Gen. Rey Lyndon T. Lawas as new director of the PNP Training Service vice Corpus; and Colonel Ronnie S. Montejo as new QCPD director vice Esquivel.

Montejo became the 2nd PNP Academy graduate to become a QCPD director after now retired Brig. Gen. Elmo San Diego who was the QCPD director until 2010. Journal Group sources said that Montejo was the top pick of the influential Iglesia ni Cristo to head the QCPD.

Corpus and Lawas are both members of PMA Class 1987 while Esquivel belongs to PMA Class 1988. Fidel is from PMA Class 1989.

Cruz on the other hand belongs to PNPA Class 1986 while Montejo is from PNPA Class 1989.

Cruz, who commanded the PRO8 in Eastern Visayas and the PRO13 for a combined nearly 20 months replaced Major Gen. Ericson T. Velasquez of PMA Class 1985 who retired from the police force Friday last week.

Fidel, formerly of the PNP Directorate for Investigation and Detective Management on the other hand replaced Brig. Gen. Elmer C. Cabreros of PMA Class 1988 as PNP-ES director. Cabreros was designated as new PNP Deputy Director for Operations vice Lawas.

Corpus replaced Brig. Gen. Eliseo T. Rasco, a classmate from PMA Class 1986 of Gen. Albayalde, who retires from the force after more than 38 years of outstanding service in the police and military today.

Corpus is the 8th member of PMA Class 1988 to become a PNP Regional Director under Gen. Albayalde.

The others are Major General Guillermo Lorenzo T. Eleazar of the National Capital Region Police Office; Brig. Gen. Joel Napoleon M. Coronel of PRO3 in Central Luzon ; Brig. Gen. Tomas C. Apolinario Jr. of PRO4-B in Mimaropa region; Brig. Gen. Arnel B. Escobal of PRO5 in Bicol region; Brig. Gen. Debold M. Sinas of PRO7 in Central Visayas region; Brig. Gen. Marcelo C. Morales of PRO11 in Southern Mindanao; and Brig. Gen. Israel Ephraim T. Dickson of the Cordillera Police Regional Office.
