Ninoy Aquino International Airport conducts full-scale security exercise

A full-scale security exercise using bombing explosion as the scenario will be conducted today by the Ninoy Aquino International Airport (NAIA) Crisis Management Organization (CMO) at 7 a.m. at the NAIA Terminal 3 VIP Parking area.

This was announced by Manila International Airport Authority (MIAA) General Manager Ed Monreal, who said the action plan of the exercise aims to resolve a bomb explosion incident effectively and efficiently in order to guarantee the fast return to normalcy of operation at the NAIA.

According to Monreal, the NAIA Crisis Management Organization (CMO) is composed of the NAIA Crisis Management Committee (CMC) and Critical Incident Management Task Group (CIMTG).  The CMO, headed by Monreal himself, said it is the governing body that takes strategic decisive actions to resolve a bomb explosion crisis.

The CMC is primarily concerned with the formulation of bomb explosion management policies, integration and orchestration of government and public efforts to resolve the crisis. On the other hand, the CIMTG handles the tactical level with Supt. Sandro Jay DC Tafalla, assistant chief, Aviation Security Unit of the National Capital Region (AVSEU NCR), as the incident commander.  He is responsible for the implementation of the decision of the CMC. His role is to efficiently and effectively integrate the people and resources in order to resolve the crisis.

The CIMTG provides planning and operations direction and supervision, resources allocation and support services. The incident commander will work with the chief of the NAIA Terminal Police Station of the Philippine National Police (PNP), who shall be the on-scene commander.

On the other hand, the assistant chief, NAIA Terminal Police Station of the PNP, shall be the designated staff of the CIMTG for operations, planning, logistics and finance/admin.

Monreal said when the bomb explosion happens at the NAIA Passenger Terminal or in its immediate vicinity, the assistant chief of that police station having jurisdiction shall become automatically the operations section chief of the CIMTG.  Chief of the Operations Section, AVSEU NCR shall be the public information officer of the CIMTG. The chief of Cargo Police Station, AVSEU NCR shall be the safety officer and the Chief of General Aviation Police Station, AVSEU NCR shall be the liaison officer.

The Philippine National Police Aviation Security Group (PNP AVSEGROUP) National Capital Region (NCR), in collaboration with the MIAA, other agencies, offices and units involved in securing the airport, shall contain the concerned NAIA Passenger Terminal and/or the entire NAIA Complex.  The seat of explosion shall be isolated and the circumstances at the bomb explosion crisis area shall be stabilized.

They will evacuate non-essential vehicles, equipment and persons near the vicinity of the explosion site, in collaboration with MIAA.  The PNP AVSEGROUP shall lead the conduct of the investigation, in collaboration with SOCO. Other organizations should coordinate through the liaison officer of the PNP AVSEGROUP.
