Philippine National Police Highway Patrol Group agents seize sport utility vehicle in road rage

November 16, 2018

AGENTS of the Philippine National Police Highway Patrol Group early morning yesterday intercepted the SUV sporting the protocol plate no. ‘8’ when it got involved in two road rage incidents last week, this time painted with another color in an apparent effort by its owner to conceal its identify, officials said.

The Toyota FJ Cruiser‘s mud guard and roof were already covered with white sticker and with plate no. AVA 8781 when it was intercepted by members of the Regional Highway Patrol Unit 3 headed by Senior Superintendent Kirby John Kraft and the HPG Special Operations Division-Task Force Limbas under Supt. Ali Jose Duterte along Quirino Highway in Quezon City at 2:50 a.m. yesterday.

When it got involved in two separate road rage incidents in Q.C. and Angeles City last week, the SUV was  black and sporting the ‘8’ plate reserved for members of the House of Representatives, said PNP-HPG director, Chief Supt. Roberto Fajardo.

Fajardo said his men were conducting an anti-carnapping operation along Quirino Highway when they spotted the SUV and flagged down its driver for not wearing a seatbelt  and for improper attachment of plate locks.

The driver was identified as Cresia Lyn Arcenas while her passenger was identified as Jojo Serafico Valerio, the SUV’s registered owner who said he was on his way to a gig. Valerio was the band member who was arrested for mauling another driver over an argument. He already had posted bail when accosted anew by the PNP-HPG.

“There is apparently an effort to conceal the identity of the SUV by putting stickers on it and having it repainted to change its appearance,” Duterte told the Journal Group.

The official said  when Arcenas presented the SUV’s registration papers, the apprehending officers noticed that the vehicle’s registered color is already different from its actual appearance prompting its impounding for unauthorized change of color which is a violation of Land Transportation Office and PNP-HPG regulations.

Arcenas was also issued an LTO citation ticket.

The 30-year old Valerio, a resident of Lot 11, Block 7, Morristown Street, North Delton Communities in Q.C. was arrested by joint operatives of the RHPU3, the PNP Criminal Investigation and Detection Group and the Police Regional Office 3 inside the Bucketeers Resto Bar located in San Rafael Street, McArthur Highway last Wednesday.

A member of the ‘Lil Eyes Band,’ Valerio was identified as the man who repeatedly punched another driver in what police said was a ‘road rage’ incident.

PRO3 director, Chief Supt. Amador Corpus said that the suspect is not a relative of any congressman but was just using a vehicle with the plate no. ‘8’ reserved for members of the Lower House.

PNP-HPG agents also seized yesterday two motor vehicles sporting the no. ‘8’ plates during separate operations in Pasig City.

Fajardo said impounded were a red Chevrolet Suburban and a black Ford E150.

He said the Suburban even had stickers of the Office of the President on the front windshield and House of Representatives stickers  on the rear windshield.

Fajardo said that SOD-Task Force Limbas operatives seized the vehicles amid complaints from local residents that their drivers are using banned sirens and park illegally in the streets.

The registered owners of the vehicles were asked to report to the PNP-HPG headquarters in Camp Crame.
