Traffic enforcer nabbed for mulcting

ANOTHER Pasig City traffic enforcer was nabbed  for allegedly mulcting money from motorcycle-riding men to settle their traffic violation following an entrapment operation in Pasig City on Sunday morning.

Report submitted to Pasig Police chief, PCol. Moises Villaceran identified the suspect as Rante Caberto,36, single, member of Traffic Parking Management Office (TPMO), and a resident of 177 Dr. Sixto Antonio Ave., Bgy. Rosario, Pasig City.

Caberto was arrested in an entrapment operation conducted by elements of Pasig Police Intelligence Branch headed by PMajor Malvin Medrano at the TMPO post located along IPI Ortigas Ave., Ext., Bgy. Ugong, Pasig City at around 7 pm.

The arrest was based on the complaint filed by  Gerald Viernes, 34, married, of No 124 Ilang-ilang St., MPC Line Bagumbong, Caloocan City and Marco Leobrera,30, married ,of No. 2531 M. Delos Reyes, Gen. De Leon St., Valenzuela City. The two are both security guards of a bank.

Medrano said the incident happened last August 31 while the victims  were on their way home from a seminar in Taguig City.

Leobrera said , he was  driving his motorcycle with Viernes as his rider and travelling along Ortigas Avenue., Bgy. Ugong, Pasig City, when flagged down by the suspect for driving without a helmet.

At that instance, the traffic enforcer allegedly demanded from the victims P2,000 in exchange for  not issuing  an Official Violation Receipt (OVR) ticket.

However, Leobrera only gave P1,400 to the suspect who also took possession of his cellphone as collateral for the remaining balance.

The victims then were instructed by the traffic enforcer to go to TMPO post in Bgy.Ugong the following day bringing the balance in exchange for Leobrera’s phone.

When the victims returned the following day the suspect was nowhere to be found.

“Pabalik-balik daw sila sa TMPO post pero wala yung traffic enforcer na nakipag-transaksyon sa kanila at nung Sept 8, Linggo dun nila nakita ulit yung suspect kaya nag-report na sila sa amin para sa-entrapment operation , ” Medrano said .

The victims met the traffic enforcer but unknown to him authorities set an entrapment operation against him.
