Transition in Manila

MANILA Mayor-elect Isko Moreno has formed a transition team that will go to Manila City Hall tomorrow to coordinate the smooth turnover of city hall this coming June 30 at 12 noon.

In a letter signed by Moreno, he addressed outgoing Mayor Erap Estrada to “please advise the members of your Local Governance Transition Team to now accomplish the task and responsibilities to be performed by them”  and to coordinate with his (Moreno’s) own transition team for the proper turnover of all records, documents and information.

The letter will be handcarried to Estrada by the transition team of Moreno  composed of incoming secretary to the mayor Councilor Bernie Ang, incoming city administrator Felix Espiritu, incoming city legal officer Atty. Jun Moreno, incoming chief of staff Cesar Chavez and Atty. Ronnie Puno. Ang is an incumbent third district councilor while Espiritu was formerly a fifth district councilor; Moreno was chief of legal at the Department of the Interior and Local Government (DILG); Chavez used to be an undersecretary at the Department of Transportation and Communications and Puno was former DILG Secretary.

“Pursuant to DILG Memorandum Circular No. 2019-30 dated 13 March 2019, you issued Executive Order No. 07 series of 2019 dated 1 April 2019 creating the Local Governance Transition Team and providing for its tasks and responsibilities thereunder. The creation of the said transition team was for the purpose of ensuring the smooth local governance transition to the newly-elected of the city upon their assumption to office at noon 30 June 2019,” Moreno said in his letter dated May 24, 2019.

The letter, Moreno said, is based on the DILG Memorandum Circular and Executive Order issued by Estrada himself.
