Background check applicants, private security agencies told

PHILIPPINE National Police chief Director General Oscar D. Albayalde yesterday called on the  private security agencies to thoroughly check the background of their  applicants to prevent the possibility they could be hiring wanted criminals and terrorists.

He issued the call in the wake of the arrest of a wanted Abu Sayyaf terrorist who was found to be already working as a security guard in a company in Muntinlupa City last week.

“We have to investigate or probably check different security agencies on their vetting process. Ito ‘yung gusto nating malaman doon sa iba’t ibang security agencies,” Albayalde told the Journal Group following the arrest of Al-Demar Murih Saiyari alias Ali.

Gen. Albayalde said he wants to find out why the wanted terrorist was hired by the company without even checking his records with the police and the National Bureau of Investigation.

“We have to investigate also the agency bakit sila tumatanggap ng merong warrant of arrest. Remember, ‘yung warrant niya is existing so how come nakapasok siya as security guard, that is very dangerous.”Parang walang vetting na ginagawa o background investigation ‘yung security agency na ‘yun,” he said.

According to the PNP chief, the presence of the wanted Abu Sayyaf bandit was discovered by members of the PNP Supervisory Office for Security and Investigation Agencies during a routine check. It turned out that the suspect has been posted at the North Gate Cyberzone since December last year.

He said  the SOSIA inspection also revealed that the company which hired the suspect is unlicensed.

In the wake of the arrest of the suspect, security forces are looking for more wanted Abu Sayyaf bandits who have fled the heat of stepped-up government offensive against them in Sulu and Basilan and sought refuge in Metro Manila where they manage to find jobs as security guards, vendors or construction workers.

Southern Police District director Brigadier General Eliseo DC Cruz said  Saiyari is  a main suspect in the infamous Sipadan kidnappings in April 2000 who was found to be working as a security guard at Filinvest 3 Building, North Gate Cyberzone, Filinvest Corporate in Alabang, Muntinlupa City.
