THE House of Representatives on Tuesday began floor debates on the proposed 2020 P4.1 trillion national expenditure program (NEP) aimed at providing a budget for  “meaningful change.”

“The passage of President Duterte’s 2020 proposed national budget will marshal a budget for a meaningful change,” said House Majority Leader and Leyte Rep. Martin Romualdez

Romualdez said “we assure the Filipino taxpayers that the 2020 budget will be a reflection not only of the President’s vision, but also of the people’s will.”

Speaker Alan Peter Cayetano said House Bill (HB) No. 4228 or the Fiscal Year 2020 General Appropriations Bill (GAB) will ensure that taxpayers from all legislative districts will get a fair share of the budget.

“While we assure of no pork, no parking, and no delay of the budget. We also want to make sure that there would be equitable distribution of projects nationwide,” Cayetano told reporters in an ambush interview after spearheading the majority caucus with Romualdez Tuesday before the plenary budget debates.

“This is a Congress that wants to partner for change with our Executive department. But we are not also a [Palace] rubber-stamp,” Cayetano explained.
