A MEMBER of the House of Representatives have expressed gratitude to President Rodrigo Duterte for signing into law the Pantawid Pamilyang Pilipino Program (4Ps).
Marikina Rep. Romero Quimbo said Republic Act 11310 is a landmark anti-poverty law because it makes permanent the 4Ps which has been driven mainly by provision of annual budgets and executive issuances.
Rep. Quimbo, the main author of the bill in the House, said the institutionalization of the 4Ps program was one of his priority measures, having filed House Bill No. 41 (4Ps Act of 2016) during the first session day of the 17th Congress.
“We have been fighting for this since the 16th Congress and I am thankful that it has finally been signed into law. With this we are providing support and hope to millions of Filipinos in their struggle to escape poverty,” Rep. Quimbo said.
Addressing critics of the 4Ps program, Quimbo cited multiple studies which have found that the program has had a positive health and education impact on the children of beneficiaries.
“Through multiple studies and impact evaluations it is clear that the program has both kept children healthy and in school. This is not a mere handout, it is an investment in our future,” Rep. Quimbo added.
