MALACAÑANG yesterday admitted that it has yet to release the appointment papers of Nicanor Faeldon as the next director general of the Bureau of Corrections (BuCor).

“It takes time processing the appointment papers. That should come out soon,” presidential spokesperson Salvador Panelo said in a message to reporters.

Panelo gave the reaction after Faeldon’s camp took exception to reports quoting Justice Secretary Menardo Guevarra as saying the former Marine captain was a “no show” in his new position weeks after the Justice chief disclosed to the media the decision of President Rodrigo Duterte to transfer him to the BuCor.

The top BuCor post became vacant after former Philippine National Police chief Ronald “Bato” Dela Rosa filed his candidacy papers for senator last month.

The camp of Faeldon, a former Customs commissioner and now Office of Civil Defense deputy administrator, said “unless and until he receives a copy of an official appointment, then there is no appointment to speak of.”

Guevarra clarified that Faeldon has not reported to the BuCor as he awaits endorsement by the Civil Service Commission, a requirement for processing such appointment under the Bureau of Corrections Act of 2013.

While waiting for Faeldon to take over, Guevarra said he has designated Melvin Ramon Buenafe as BuCor officer-in-charge to handle day-to-day operations.

The BuCor, which supervises the country’s penal colonies, is an attached agency of the Department of Justice.
