PHILIPPINE National Police chief General Archie Francisco F. Gamboa yesterday announced the designation of new PNP Directorial Staff chief Major General Cesar Hawthorne R. Binag.
Gamboa also appointed Brig. Gen. Donardo B. Carlos as the new PNP Director for Information Communications Technology Management and returned Brig. Gen. Eliseo DC Cruz as director of the PNP Highway Patrol Group.
Carlos and Binag are both members of Philippine Military Academy Class 1988 while Cruz belongs to PMA Class 1990.
As new PNP-TCDS, Binag will earn his third star and now in Gamboa’s Command Group composed of PNP Deputy Chief for Administration Lt. Gen. Camilo Pancratius P. Cascolan and PNP Deputy Chief for Operations Lt. Gen. Guillermo Lorenzo T. Eleazar.
Carlos will also earn his second star at the PNP-DICTM which is the implementor of the SMART Policing Program which is the PNP’s 6-year Digital Transformation Roadmap.
Gamboa said as PNP-TCDS -- the fourth highest position in the police force -- Binag will supervise and synchronize the functions of the PNP Directorial Staff Offices in support of the operations of the Police Regional Offices and National Support Units.
Cruz was named as PNP-HPG director, nearly three months after he was replaced by Carlos and was designated as Deputy Director of the PNP Criminal Investigation and Detection Group.
Carlos instituted a number of major reforms in the PNP-HPG during his 3-month stint as its director.
Cruz was urged by the PNP chief to continue the PNP-HPG’s aggressive campaign against carnapping, hijacking and highway robberies and in implementing the PNP’s internal cleansing program and its crackdown against unauthorized users of sirens, blinkers and other banned gadgets in the highways.
Cruz will be replaced as CIDG Deputy Director for Administration by Colonel Rhoderick Armamento, a graduate of the PNP Academy who will earn his star-rank with his new position.
Armamento used to be the Deputy Regional Director for Operations of the Police Regional Office 3 in Central Luzon.
