THE House is itemizing the appropriations for 2019 to make the budget more transparent and easy to scrutinize.
This is the response of House appropriations chairman Rolando Andaya Jr. to Senator Panfilo Lacson who accused the House, particularly Speaker Gloria Macapagal-Arroyo, of realigning P25 million from the budget of the Department of Health (DoH) for her favored congressmen.
According to Andaya, in itemizing the appropriation, they are fleshing out lump-sum funds without departing from the specifications of the House-Senate approved budget.
“We believe that by detailing the items in the budget, by enumerating what will be funded, projects and programs, per agency and by district will be clear and evident,” Andaya said.
If the procedure being undertaken by the House is illegal, Andaya said, then the Senate is equally guilty if for its part it had itemized the pet amendments to the budget by the senators.
“We have been insisting to our friends in the Senate to fully disclose the authorship and details of the Senate amendments to the budget,” he added.
