HOUSE leaders on Thursday backed all possible measures that would address the monstrous traffic jams in Metro Manila, including granting emergency powers to President Rodrigo “Rody” Duterte.
House Majority Leader and Leyte Rep. Martin Romualdez and Deputy Speaker and Batangas Rep. Raneo Abu said the leadership of Speaker Alan Peter Cayetano will seriously consider the renewed request of Transportation Secretary Arthur Tugade for Congress to grant emergency powers to President Duterte.
“We are committed to help the President address the traffic woes in Metro Manila and other highly-urbanized cities. Traffic congestion is now a national emergency that undermines the lives of many people, the country’s economy, and our productivity,” said Romualdez following Tugade’s appeal during a budget briefing of the House Committee on Appropriations.
Abu said President Duterte should be authorized to exercise all powers necessary to resolve traffic crisis.
Abu filed House Bill (HB) No. 2091 or the Proof-of-Parking Space Act, which seeks to require car buyers to present a notarized affidavit of a permanent parking space or facility for their vehicles before they could purchase one.
During the budget briefing, Tugade warned that solving traffic problems will be slower in the absence of emergency powers for the President.
“While the grant of emergency power is limited, we are not removing the oversight power of Congress,” said Tugade.
