THE House of Representatives has approved on second reading the bill postponing the Barangay and Sangguniang Kabataan elections.
Through viva voce, House Bill 4933 got majority support of the members of the Lower House.
The bill moves the elections to December 5, 2022 from the original date of May 2020.
The Senate had approved a similar date of postponement.
At least 38 separate bills filed called for the postponement and were consolidated into one version.
Among the authors of the measure were Deputy Speaker and Davao City Rep. Paolo Duterte; Majority Leader Martin Romualdez; Isabela Rep. Inno Dy; and Dumper party-list Rep. Claudine Diana Bautista.
“There is a need to rectify the truncated terms of incumbent barangay and SK officials to enable them to have more time to finish their programs and projects for the interest and welfare of their barangays,” Rep. Duterte said in filing his bill.
Once approved, this is the third time that the local elections would be postponed under the Duterte administration.
In 2016 and 2018 the elections were moved due to the drug issue hounding the barangays.
Speaker Alan Peter Cayetano has said the budget for the local elections, amounting to P5 billion, will be realigned to the procurement of unmilled rice (palay) to help the local farmers.
