This is how Deputy Speaker Prospero Pichay describes Senator Ping Lacson for saying that Speaker Gloria Macapagal-Arroyo might be sued for falsifying the 2019 budget.
“The statement made by Senator Ping Lacson that she may be held liable for falsification for signing the 2019 budget is an act of desperation arising from his deep-rooted anger toward Speaker GMA,” Pichay said.
Pichay has reminded Senator Lacson that the House of Representatives, just like the Senate, is a collegial body and that any act of the Speaker especially in the signing of bills and other forms of legislation is an act of the House of Representatives as a whole.
“If she is liable, then majority of the members are equally liable because we authorized her to do it. Why is Senator Lacson singling her out?” Pichay stressed.
According to Pichay, this latest pronouncement is a glaring example that all this issue over the budget is Senator Lacson’s personal vendetta against the Speaker.
Lacson had warned Speaker Arroyo that she maybe held liable for signing a falsified 2019 budget.
Senators are accusing members of the House of realigning and itemizing the budget after it was ratified. They are insisting that it is unconstitutional.
But Pichay said only the Supreme Court can say what is legal or unconstitutional.
He even challenged Lacson to question the budget before the High Tribunal.
“If you believe it is unconstitutional, then file a case and question it. It is only when the Supreme Court declares it to be unconstitutional that it is unconstitutional,” he said.
“Senator Ping, for the sake of the country and for the sake of President Duterte who had called upon Congress to act on it (budget) swiftly otherwise the economy and the welfare of the Filipino people will suffer, set aside mo muna ang rage mo kay Speaker,” Pichay added.
