IF he could have his way, Philippine National Police chief Director General Oscar D. Albayalde all candidates for an elective post would have to pass a mandatory drug test and prove they are not into any illegal substance.
The PNP chief said that he has long called on candidates to submit themselves to a drug test but only voluntarily, not mandatory due to the absence of a law on the matter.
“Well, there will come a time, kung darating ang panahon na gagawin nang mandatory (drug test), probably that is a good idea. Pero as of this time, kung ikaw ay kandidato at gusto mong ipakita na wala ka naman tinatago at hindi ka gumagamit ng iligal na droga, walang masama kung ikaw ay magpa-drug test,” he said.
The PNP chief at the same time said it would be up for President Duterte to order the release of a narco-list in time for next year’s mid-term polls.
“Wala tayong magagawa dyan kung talagang ilalabas yan. That is purely the decision of the President and probably kung mautusan ang PDEA. But on the part of the PNP, wala talagang authority to divulge those information,” he said.
“It depends. We cannot second guess the President. Kung talaga gusto nya ilabas, ang ano dyan yung list should be adjudicated and validated already,” he said when pressed on the issue.
He also said that it is up for the voters to choose whom they will vote next year.
“Nasa kababayan natin yan. There are allegations and violent reactions. Then they (politicians in the narco-list) have to prove themselves if they have nothing, kung talagang di sila involved sa kahit anong activities related to illegal drugs,” he explained.
