No delay in budget okay

September 02, 2019

AMID the brouhaha over the proposed 2020 national budget, the House leadership assured the public of the timely passage of the budget which is free from anomalies like pork barrel and pork parking.

Led by Speaker Alan Peter Cayetano, the House leaders met yesterday to thresh out issues concerning the budget for 2020.

Cayetano said in a statement that the 2020 national budget should be the vehicle for national development and further President Rodrigo Duterte’s vision for a safe and comfortable life for every Filipino.

“The House leadership in a meeting sorted out all issues as to the procedure and goals for the 2020 budget,” Cayetano said.

“We assure the public that budget will be scrutinized but will not be delayed and will be transparent. Pork and parking have no place in the 2020 budget,” he added.

Cayetano said he has requested all departments and agencies to submit the written presentations of their respective budget proposals before 5 p.m. Tuesday, September 3, in line with the commitment of the House leadership to the President that the approval of the 2020 General Appropriations Bill will be swift and timely.

Thereafter, the rules committee will refer the 2020 GAB to the committee on appropriations for its consideration.

Among those who attended the meeting were Majority Leader Martin Romualdez, chairman of the appropriations committee Isidro Ungab, other Deputy Speakers and vice chairs of the committee.

The lawmakers resolved misunderstandings and cleared confusion that had arisen during the budget deliberations.

The House leadership, as originally scheduled, commits to approve the 2020 GAB before Congress goes on recess in the first week of October.

The House will ensure the passage of a national budget that is constitutional, legal, transparent and accountable, Cayetano said.
