PHILIPPINE National Police Officer-in-Charge Lieutenant General Archie Francisco F. Gamboa yesterday said they are studying a proposal to create a “superbody” that will fight illegal drugs.
In an interview over DzMM, the official said the “superbody” will oversee and undertake all drug operations, review cases for violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002, set policies on the conduct of anti-narcotics raids and other operations and supervise all PNP demand reduction and rehabilitation efforts.
“Pinag-aaralan din namin iyon. Probably next command conference in November we are going to propose that,” he said in the radio interview.
Gamboa said that to effectively cut opportunities for drug recycling, PNP commanders should be held directly responsible for all their anti-narcotics operations, oversee the inventory of all seized drug evidence in accordance with the law and lead surprise inspections and drug tests.
At present, the Philippine Drug Enforcement Agency headed by Director General Aaron N. Aquino is the lead government agency in the enforcement of RA 9165.
The PNP also has its own Drug Enforcement Unit which is now headed by Colonel Romeo M. Caramat Jr.
Gen. Gamboa has ordered Caramat, a member of Philippine Military Academy Class 1992 who replaced erstwhile PNP-DEG director Brigadier General Albert Ignatius D. Ferro, to pursue the crackdown on “high-value drug targets.”
