EMBATTLED Philippine National Police chief General Oscar D. Albayalde on Thursday named new members of a Command Group with the retirement of PNP’s number two man -- Lieutenant General Fernando H. Mendez Jr.
Automatically named as new PNP Deputy Chief for Administration vice Mendez was PNP Deputy Chief for Operations (DCO) Lt. Gen. Archie Francisco F. Gamboa while Lt. Gen. Camilo Pancratius P. Cascolan, the erstwhile PNP Chief Directorial Staff (PNP-TCDS), was designated as new PNP-DCO, PNP’s third highest position.
On the other hand, National Capital Region Police Office director Major Gen. Guillermo Lorenzo T. Eleazar was designated as the new PNP-TCDS, the fourth highest position in the 195,000-strong police force.
Eleazar will be replaced as Metro Manila police director by Brigadier General Debold M. Sinas, currently the Police Regional Office 7 director in Central Visayas.
The Journal Group had earlier reported that the retirement of Mendez will
trigger a major reshuffle of key PNP positions.
Mendez, who will mark his 56h birthday today will bow out from the PNP after more than 37 years of outstanding service in the defunct Philippine Constabulary and later the police force.
A classmate from Philippine Military Academy “Sinagtala” Class of 1986 of Gen. Albayalde, Mendez is a well-rounded police officer who was meritoriously promoted thrice: to Police Chief Inspector or Major, to Police Superintendent or Lieutenant Colonel and to Police Senior Superintendent or Colonel due to his outstanding accomplishments in the field of intelligence where he helped send to jail scores of ‘Enemies of the State’ including New People’s Army rebels and terrorists.
Lt. Generals Gamboa and Cascolan are also both members of PMA Class 1986.
However, the two are among the top candidates to replace Gen. Albayalde who will be celebrate his 56thr birthday on November 8.
In the event one of them is chosen by President Rodrigo Duterte as Albayalde’s successor, another major PNP reorganization would be effected.
Officials said originally, Manila Police District director Brig. Gen. Vicente D. Danao Jr., of PMA “Sambisig: Class of 1991, was being considered to replace Eleazar. The plan did not materialize with the designation of Sinas as the new NCRPO chief.
Both Eleazar and Sinas are members of PMA “Hinirang” Class of 1987.
Sources said Danao is being groomed to replace Sinas at the PRO7 although some of his mistahs said he has turned down the offer.
