Probe into selling of PWD cards sought

ACT-CIS Representative  Eric Go Yap has disclosed the “rampant”  selling fake person with disability (PWD) cards in key cities in Metro Manila.

This prompted Yap, chairman of the House Committee on Games and Amusement, to file House Resolution No. 454 urging an inquiry into the scam.

The PWD card holders are entitled to 20 percent discount and 12 percent value added tax discounts on groceries and medicines and at restaurants, fast food chains.

However, Yap said the PWD privileges are being abused by some scrupulous individuals.

“I am urging local government units to look into this illegal activities. The government is losing billions worth of taxes to fake PWDs,” Yap told the media in a press conference.

In a proposal, Yap wants to amend  Republic Act 10754 or the Expanded benefts and privileges to the PWDs by putting penal clause for faking PWD cards.

The  law was principally authored by Majority Leader Martin Romualdez during the 16th Congress.

Yap expressed disappointment over reports that some individuals fake their disability to get a PWD card.

Supporting his advocacy is Anakalusugan Rep. Mike Defensor, who also got reports that such is rampant in Manila, Quezon City and Pasay.

“I already called the attention of Mayor Isko about this issue. This should be stopped, otherwise those real PWDs will be affected,” Defensor said.

Yap added that based on his personal investigation, each card can be bought up to P3,000.

“My staff got a text from unknown number, he was being offered to have a card at P1,000 only,” he said.

“Kaya panawagan ko sa mga Mayor, alam ko naman hindi kayo kasabwat dito, tignan ang issue na ito. Tanggalin ang card kung hindi talaga PWD,” he said.

He called on fake PWD holders to surrender the cards or they will be facing charges.
