THE chairman of the House committee on constitutional amendments said yesterday the proposed Charter change (Cha-cha) would not give a chance to former President-turned Speaker Gloria Macapagal-Arroyo to return to the presidency.
Leyte Rep. Vicente Veloso, the panel chairman, dismissed as baseless the unfounded claims that Arroyo would make a comeback to power through Cha-cha, adding that the 2019 midterm poll will push through as scheduled.
“GMA will only be Speaker until the end of our regular session. In fact, gaya ng sinabi mo, [I] doubt if we will have enough time para matalakay ito, both by the House and the Senate. Ang punto lang namin is tapusin natin ito sa House of Representatives,” Veloso told Rowena Salvacion’s radio morning program Buena Manong Balita over dzBB.
“You cannot come up with plans para bumalik sa power itong si GMA if that is the scenario. Malayong malayo ito.At best, ang mangyayari rito, ito ay ipagpapatuloy ng 18th congress as reenacted measure. By that time, wala na si Speaker Arroyo,” Veloso stressed.
Veloso said if there is indeed plan to push Arroyo’s return to Malacanang, it should have happened as early as 2016.
“So, kung anoman ang mga balak dyan, yong mga deliberate attempt para maibalik siya, masyadong malayo kasi it could have started as early as 2016 when [Pantaleon] Bebot Alvarez was the Speaker. So medyo malayo po talaga yan,” he said.
He reiterated that the election next year will not be postponed under the proposed Cha-cha that his panel approved and now being deliberated in the House plenary.
“The only way na mawawalan tayo ng eleksiyon pag nagkaroon ng military takeover tayo or nag-takeover by the left. Now, tuloy ang eleksiyon. In fact, ang dami na sa amin nag file ng certificate of candidacy. So tuluy-tuloy na yan,” he said.
“Tuluy-tuloy ang eleksiyon natin as scheduled. May 13, 2019,” Veloso assured.
