Speaker Arroyo leads CELA distribution to urban poor families

FINALLY, the long wait is over for at least 157 urban poor families.

After waiting for 53 years, urban poor families in Sta. Ana, Manila, and now real land owners after they got the land titles to their properties with the help of Speaker Gloria Macapagal Arroyo.

Speaker Arroyo led the awarding of Certificate of Entitlement of Lot Allocation (CELA) to 156 families of urban poor housing from J. Posadas Subd. in Bgy. Punta, who are beneficiaries of Presidential Proclamations of the late President Diosdado Macapagal.

The CELA distribution was met with jubilation by the 156 beneficiaries and their families who had to wait for more than five decades before they got hold of their titles.

J. Posadas was declared government residential subdivision in 1965 by then President Diosdado Macapagal under PP No. 469-A and B. Due to the confusion in the subsequent proclamations on other lots, J. Posadas’ awarding of titles was halted.

In 2006, the issue on administration was resolved paving the way for the issuance of PP. 1193. But due to issues encountered, the processing of titles was again halted. With her assumption to the Speakership last year, Speaker Arroyo vowed to revisit her housing proclamations.  Beneficiaries of a 25 sq. m. lot only need to pay P1,333 per month in 10 years.
