Stay sober on duty, Eleazar warns men

NATIONAL Capital Region Police Office director Major General Guillermo Lorenzo T. Eleazar yesterday reiterated his strict “no drinking while on duty” policy to his men in the aftermath of the arrest of four members of the Las Piñas City Police Station who were caught drinking intoxicating liquor while manning a local checkpoint early Friday morning.

The NCRPO chief also called on the public to immediately report on their hotlines 0915-888-8181 and 0999-901-8181 policemen in uniform who are “reeking with liquor” while performing their duty or committing any irregularity.

He issued the call as he vowed appropriate disciplinary measures against the four Las Piñas City policemen who were caught by a team of inspectors from the NCRPO Regional Internal Affairs Service drinking alcohol while manning a checkpoint.

“I am very dismayed to learn that four  Las Piñas cops were caught drinking alcohol while on duty around 2 a.m. today (Friday) at the checkpoint near a gasoline station along Alabang Zapote Road in Barangay Talon Uno during a surprise inspection by the NCRPO Regional Internal Affairs Service,” said the Metro Manila police commander.

According to Southern Police District director Brigadier Gen. Nolasco K. Bathan, the four identified as Patrolman Samruss Inoc, Patrolman Robemarla Abales, Corporal Randy Danao and Patrolman Alquinn Orgen, all assigned at the Las Piñas Police Station 6, were caught by a team of inspectors from the NCRPO-RIAS headed by no less than the regional RIAS chief, Brig. Gen. Jerry Galvan.

“This should serve as a lesson for them and a precautionary tale for all -- that acts like this will never be tolerated by the Philippine National Police,” Eleazar said.

The official added that NCRPO on-the-spot inspections will continue across the metropolis in line with his intensified cleanliness policy.

It turned out that the team of Galvan was conducting surprise inspection of police stations and checkpoints in Las Piñas City when they came across the presence of the four.  

Eleazar said that the mere fact that the four were drinking liquor while on duty and in uniform is already a violation of a provision of National Police Commission Memorandum Circular 2007-001 that prohibits any police personnel to engage in regulated gambling or game of chance while on duty; to be drunk or disorderly while off duty, or drunk while on duty and in uniform or in recognizable police uniform.”

“Likewise, this is a clear violation of Rule No. 5 of the NCRPO’s  15 Do’s and Don’ts which states that no one should engage in prohibited acts, while on duty like drinking liquor, entering house of ill repute and/or gambling dens except on official business,” he added.

“The worst part is they were even drinking in public. This is a clear act of disobedience which is tantamount to grave misconduct and is punishable by dismissal from the service,” he added.

Following the incident, Eleazar ordered the immediate disarming and relief of the four pending the filing of appropriate administrative charges against them. The four were ordered reassigned at the NCRPO Regional Headquarters Support Unit while their cases are being heard.

“Hindi ko hahayaang manatili ang mga bugok sa ating hanay. Lilinisin natin ang ating hanay sa NCRPO katulad ng ating paglilinis ng krimen at iligal na droga,” Eleazar said.
