FOR the second time, the House of Representatives deferred the plenary deliberation on the Presidential Communications Operations Office (PCOO) proposed 2019 budget.
This is because Communications Assistant Secretary Mocha Uson again was a no show in the hearing.
Some solons wanted the presence of Uson, who is very controversial due to high profile gaffes, particularly the “pepedederalismo” video she did for the federalism promotion campaign.
ACT Teacher Rep. France Castro moved for the deferment of the hearing on the PCOO budget amounting to P1.41 billion which is higher than this year’s P1.389 billion.
When asked about her whereabouts, Sec Martin Andanar said Uson is with the Department of Foreign Affairs in Europe, attending United Nations meeting.
The plenary suspended the approval of the bill until her arrival, which Andanar said is expected today.
On the sidelines, Deputy Speaker Prospero Pichay and other solons assailed Andanar for not bringing Uson to the plenary as instructed by the lawmakers last week.
Bagong Henerasyon Rep. Bernadette Herrera-Dy was also heard asking Andanar to remove Uson from the department.
“Pa-resign nyo na iyan Sir,” Herrera-Dy said.
“The budget of the PCOO will be deferred until Uson comes. But other attached agencies, we will approve,” Pichay said.
According to Castro, she has a lot of questions to ask Uson regarding her job in the PCOO and how she is spending the budget of her unit. Uson is assigned to social media cluster.
“Andito pa tayo dahil alam natin na mahalaga ang budget ng PCOO. Ito ang information arm ni Pangulong Duterte. Marami po akong katanungan, Mr. Speaker, na nakaukol sa opisina ni Asec. Uson,” she said.
