CABANATUAN CITY -- The District 3 office of the Upper Pampanga River Integrated Irrigation Systems (UPRIIS) is aiming to put up the first-ever solar-powered closed-circuit television (CCTV) system project of the National Irrigation Administration (NIA) in Nueva Ecija.
This after Engr. Jose Ariel G. Domingo, Division 3-UPRIIS manager, said they are now pushing through the planned modernization of their irrigation system with the installation of the P3-million CCTV project.
Domingo said it will be used for flood forecasting in critical areas during calamities and also for quick and easy monitoring of key irrigation facilities being serviced by the Division 3 office, including critical areas such as those located in Zone 1 (Bakod-bayan), Zone 2A (Buliran), Atate (Palayan), and Zone 2B (Jaen).
He said the project involves the installation of 30 units of high-definition-cameras using solar-powered technology along the 26-kilometer stretch of their canal service area where the headgates, lateral canals, and sub-laterals are mostly situated.
Domingo said it has an initial proposed budget of P3 million and it is in line with the directives of NIA chief retired general Ricardo R. Visaya for the agency to improve the delivery of irrigation services by addressing new-found challenges through modernization and meeting these opportunities head-on by innovation.
He said the proposed project is also in keeping with the NIA chief’s desire to minimize so-called “people’s risk” with the use of modern technology instead of posting warm bodies or personnel as gatekeepers in the safeguarding of these facilities.
Domingo’s man, Michael Bautista, said the proposal was immediately adopted after his team which included maintenance engineer Joel Javier and Hernan Valentin attended a recent risk management seminar on flood forecasting in Manila.
“Lalagyan ng 360 degree type of CCTV cameras ang mga problematic areas ng irrigation facilities at dito posible pa ding makatulong ma-monitor ang mga illegal drug-related activities o kaya ang posibleng pagdaan ng mga hitman o mga riding-in-tandem suspects,” Bautista told this reporter.
First and foremost, he said they will be able to monitor in actual time the condition of the irrigation facilities 24/7, including floodings, and also help avert any possible destruction of the canals and at the same time prevent potential crop damages during calamities.
Felipe Canlas, project proponent said the system to be installed is based on a point-to-point wireless antenna technology using “airlink” which is also currently being used by the Metropolitan Development Authority.
