NBI nabs 8 for illegal quarrying in Tarlac

AGENTS of the National Bureau of Investigation (NBI) have arrested eight individuals for illegal lahar sand excavation in Capas, Tarlac.

NBI Officer-In-Charge Eric B. Distor identified the suspects as Erwin Feliciano, Renoel Paulino, Eugene Madolid, Rolly Verdeflor, Alex Gato, Rodel de Jesus, Rico Duron, and Gilbert Cubelo.

Information received by the NBI-Environmental Crime Division (NBI-EnCD) revealed the alleged illegal quarrying activities in Bgy. Sta. Lucia, Capas.

During surveillance operations, heavy-equipment machines were seen extracting lahar from a river and directly loading the same in the queuing trucks.

The surveillance team observed that there are no indicated location map, flagship, boundaries, area clearance, Environmental Compliance Certificate, and mining permit showing the meters and bounds of the quarry site displayed therein.

Also, NBI verification revealed that no quarry permits were issued for the whole province of Tarlac by the Provincial Mining Regulatory Board. Also, a list of mining and quarry permittees from the Regional Director of Mines and Geosciences Bureau, Region 3 (DENR MGB III) showed that extracting company “A SAND QUARRY” had no existing mining and quarry permit.

Just recently, joint operatives of NBI-EnCD and DENR MGB III raided the quarry location in Bgy. Sta. Lucia, Capas, and arrested the suspects who were brought for inquest before the Office of the Provincial Prosecutor-Tarlac City for violation of Section 103 (Theft of Minerals) of R.A. 7942, otherwise known as the “Philippine Mining Act of 1995”.
