New W. Mindanao police director assumes post

A MEMBER of Philippine National Police Academy Class 1987 took over as the new Police Regional Office director in Western Mindanao who will supervise all police peacekeeping efforts in Zamboanga peninsula and address threats posed by lawless elements and other Enemies of the State.

Brigadier General Froilan F. Quidilla of the PNPA “Tagapagtanggol” Class of 1987 took his oath of office as new head of the 6,000-strong PRO9 vice Brig. Gen. Emmanuel Luis D. Licup of PMA “Hinirang” Class of 1987 who has been named as new Deputy Director of the PNP Directorate for Personnel and Records Management.

The turnover of command at the PRO9 headquarters in Camp Colonel Romeo Abendan in Mercedes, Zamboanga City was led by Maj. Gen. Daniel G. Macatlang Jr. of the PNP Directorate for Integrated Police Operations-Western Mindanao.

Licup commanded the PRO9 for eight months. On the other hand, Quidilla was the erstwhile PRO4-B Deputy Regional Director for Administration in Mimaropa region.
Licup thanked the officers and men of the PRO9 for extending their full support to him during his 8-month stint as their commander.

During the past eight months, the PRO9 scored major accomplishments in fighting drugs, criminality kidnappngs-for-ransom and terrorism and kept the recent May 13 national and local elections generally peaceful without a single failure of election recorded.

“Our accomplishments would not have been possible if not for everyone doing their part and performing to the best of their abilities and responsibilities. The most notable and most recent of these achievements is that we were successful in carrying out our security operations during the recently concluded national and local elections. I am also proud to say that during my stint, we have no cases of kidnapping in the region and we held our own in the campaign against illegal drugs,” Licup said.

“As I accept the flag and colors of PRO9, the symbol of authority -- I will be one with all of you in the continuance of the good service my predecessor Brig. Gen. Licup has laid and we will continue the good legacy for the benefit of the people of Region 9,” Quidilla said.
