PUPC dies of breathing difficulty inside cell

A PERSON Under Police Custody (PUPC) who was detained for violating health protocols died after suffering breathing difficulty while inside the Manila Police District-Station 11 cell in Binondo, Manila.

The PUPC who was declared dead on arrival at the Jose Reyes Memorial Medical Center (JRMCC) was identified as Jesus Orbillo, 53, a construction worker, of Baseco Compound, Port Area, Manila.

Prober PCpl. Mark Anthony Toledo said the victim complained of breathing difficulty at 4:45 a.m. and was rushed to the hospital to no avail.

Records show that he was arrested on August 20 for violation of the law on the mandatory use of face mask, Resistance and Disobedience in Agent of Person in Authority, alarm and scandal and illegal possession of deadly weapon.
