Roque pushes for “zero hunger” among hungry, undernourished Pinoys

Uniteam senatorial candidate Harry Roque would push for a law that would ensure food ability, stability, and adequacy for Filipinos suffering from hunger and undernutrition.

If elected, Roque said he would file refile a bill creating the Commission on the Right to Adequate Food to achieve “zero hunger.” He filed the proposed measure when he was still a KABAYAN Party-list representative in the 17th Congress.

The bill seeks to determine the standards on the minimum amount of food to be given to any person suffering from hunger or undernutrition; provide physical and economic access to food; and set up a well-functioning distribution, processing, and market system.

“Bibigyan po natin ng pitong taon ang gobyerno ni Bongbong Marcos at Inday Sara para tapusin ang pagkagutom sa buong Pilipinas,” the former presidential spokesperson said.

A survey of Social Weather Stations (SWS) released on December 6, 2021, showed that about 10% of families, or an estimated 2.5 million Filipinos, experienced involuntary hunger, described as hunger due to lack of food to eat, at least once in three months.

The September 2021 Hunger rate was 3.6 points below the 13.6% (estimated 3.4 million families) in June 2021, which is 11.1 points below the 2020 annual average of 21.1%, but 0.7 points above the 2019 yearly average of 9.3%.

The Roque bill provides penalties for those who deliberately starve or deny food access to any individual or group by committing specific acts.

It also imposes civil and criminal liabilities to public officers and employees who directly or indirectly obstruct, defeat, violate, or in any manner impede or impair any of a person’s rights guaranteed under the bill.

In addition, Roque vowed to push for clean and potable water for every Filipino.

“Isusulong din po natin ang right to water bill gaya ng pitong taon na ibinibigay natin para matigil ang kagutuman, pitong taon din natin para magkaroon ng ligtas at malinis na tubig na pang-inom para sa lahat ng Pilipino,” he said.
