A Service Providers’ Meeting was successfully conducted on 24 September 2025, , at the Personnel Lounge of the Cagayan de Oro City Jail – Male Dormitory, under the leadership of JSUPT MARLON J YMBALLA, DSC, City Jail Warden, and JSUPT THOMAS AUGUSTINE H CATARATA, Chief of the Chaplaincy Service Section, BJMP Regional Office X. The activity was facilitated by SJO4 ALDOUS S YBAÑEZ, Chief of the Welfare and Development Section, CDOCJ-MD.
This meeting gathered accredited religious and spiritual service providers to align and reinforce cooperation between jail authorities and external partners in the rehabilitation and development programs for Persons Deprived of Liberty (PDL).

Objectives:
The meeting aimed to:
- Reiterate the general guidelines under Memorandum Circular 114 (MC 114) for all accredited service providers
- Discuss the renewal process of the Memorandum of Agreement (MOA)
- Facilitate the issuance of Service Provider Identification Cards (IDs)
- Address concerns of service providers regarding their activities within the facility
- Clarify issues raised by jail personnel, especially on matters concerning security protocols and jail regulations
The activity demonstrated the commitment of BJMP to uphold safe, secure, and humane detention through strong collaboration with religious, civic, and volunteer organizations. Through the direction and guidance of JSUPT MARLON J YMBALLA, DSC, the meeting concluded with clear resolutions and a strengthened partnership between jail management and the service providers community.
