NOONG araw na inilabas natin dito ang super taas na singil sa Port Capinpn sa Orion, Bataan para sa maging crew change hub ng mga seafarer and ship anchorage, nag-text sa atin si Transportation Secretary Art Tugade para sabihing paiimbestigahan niya.
Bukod sa pagiging designated change crew hub, layunin din na mailayo sa Port of Manila ang mga darating na barko para sa decongestion at anti-COVID drive na rin ng DOTr or ng gobyerno in general.
Nailabas natin dito, ang combined collection para sa Customs Bonding, Immigration Boarding Inspection, Medical Quarantine, Plant and Animal Quarantine, Fishery Quarantine at iba pang charges mula sa Port Authority ay umaabot lang ng US$500 sa Port of Manila.
Pero sa Port Capinpin, same agency, same process pero ang charge ay US$2,850 o may diperensiyang US$2,350.
Ito na iyong sinasabi ni Sec. Tugade na paiimbestigahan niya kung saan nagmula at sino ang nagpasimuno ng taas-singil na ito.
Ang Stamping sa Port of Manila ay US$200 lang pero sa Port Capinpin ay US$600; Customs Conduction sa Manila ay US$100 pero sa Capinpin ay US$600.
Ang crew changing fees naman sa Port of Capinpin ay aabot sa US$1,500 samantalang sa Manila ay US$800 lang. Bakit may sobrang US$700 sa Bataan?
Ang proseso sa Port of Manila ay nasa US$14,850 para sa lahat ng binanggit kong serbisyo para ginawang crew change hub operation na ginawa ng gobyerno subalit kapag sa Port Capinpin sila dumaong, aabot sa P20,345. Ibig sabihin, may dagdag na US$5,495 or mahigit P250,000 additional charges.
Para nga mahikayat ang mga barko na makiisa sa programang ito, ibinaba pa sa 50% ng gobyerno ang anchorage fee mula sa dating US$7,290 charge sa Manila ay ginawang US$3,645. Sa Port Capinpin naman, mula sa US$1,800 anchorage fee, ibinaba na rin sa US$900 ang charge.
Nag-forward sa atin si Sec Tugade ng progress report na isinumite sa kanya ng mga ahensiyang may kinalaman sa isyung inilabas natin.

This is to provide the Secretary updates on the alleged corruption in the conduct of crew changes at Port Capinpin, Bataan.
Actions Taken:
1. Since the planning stage of the Green Lane Program, we have been requesting agencies to provide the OSS/DOTr an official list of the doc reqs and fees/charges on crew changes for official publication. On October 12, we reiterated such request but only DFA submitted.
2. On Oct. 26, OSS Bataan was convened to discuss updates on their quarantine facility. The issue on corruption was also raised wherein BOQ, BI and BOC Bataan denied the accusations.
3. Shipping/manning agents were also convened to discuss policy changes in OSS Manila yesterday, Oct. 26. The issue was also raised. Per shipping agents, it is possible that the accredited port agent/service provider of Port Capinpin requests additonal charges to shipping principals in the guise of the government. Not all shipping agents experience the same at Port Capinpin.
4. All OSS activated are tasked to submit the official list of doc reqs and charges.
Actions to be taken:
1. All OSS to submit official list of doc reqs and fees/charges on Wed., Oct. 28.
2. DOTr to publish official list on Fri., Oct. 30.
3. OSS Bataan to conduct investigation and submit report on Fri., Oct. 30.
4. BOQ, BI and BOC Bataan to submit official statement on Wed., Oct. 28.
5. OSS to submit investigation report to the Secretary on Sat., Oct. 31.
