Iligan City, Philippines – In another groundbreaking initiative, St. Peter’s College and the Bureau of Jail Management and Penology (BJMP)-X have signed a two-year Memorandum of Agreement (MOA) on January 24, 2025, aimed at providing computer literacy training to Persons Deprived of Liberty (PDL) and BJMP personnel of Iligan City Jail -Male Dormitory. The signing ceremony took place at St. Peter’s College on Sabayle Street, Iligan City.
The MOA, signed by Peter Dan P. Punongbayan, MM, School President, and JCSUPT CESAR M LANGAWIN, BJMP Regional Director, focuses on equipping PDL and personnel with essential computer skills, particularly in Microsoft programs like Excel, Google Workspace, Canva, and more.
This initiative is part of St. Peter’s College’s commitment to enhancing the professional capabilities of PDL, ensuring their successful reintegration into society. By offering comprehensive computer literacy training, the College aims to provide PDL with the necessary tools to thrive in today’s digital age.

The Behind the Bars Program underscores the collaborative efforts between St. Peter’s College and BJMP-X. This two-year project is expected to create a lasting impact by fostering a more inclusive and supportive environment for PDL, ultimately contributing to their personal and professional growth.
JCI CARMELO A CORSAME, City Jail Warden, emphasized, “This robust developmental program for PDL in the areas of education and vocational training prepares PDL for their eventual rehabilitation into society, cementing the reputation of Iligan City Jail-Male Dormitory as a facility committed to their holistic development.”
In October 2023, a similar program named Behind the Bars was also inked between Mindanao State University-Iligan Institute of Technology (MSU-IIT) and BJMP Region X. This initiative aims to mobilize the entire MSU-IIT community in skilling PDL on various vocational courses such as house wiring, painting, English proficiency, and computer literacy, among others.
This MOA signing marks a significant milestone in the ongoing efforts to empower PDL through education and skill development, laying the foundation for their brighter futures.
