Bureau of Internal Revenue (BIR) Commissioner Romeo D. Lumagui Jr. has ordered all Revenue District Offices (RDOs) to upgrade their respective eLounges and assign dedicated revenue personnel to assist taxpayers availing of the eLounge. This is stated under Revenue Memorandum Order No. 39-2024 (RMO No. 39-2024), which serves to balance the demand for use of the BIR eLounges and making tax compliance easier for taxpayers.
“I will personally monitor the eLounge of RDOs to check if the same has been upgraded, and if revenuers have been deployed to help taxpayers availing of the eLounge facility. The BIR commits to making tax compliance easier for taxpayers, whether they access our services on-site or online,” Commissioner Lumagui stated.
The use of eLounge facilities in the RDOs is for free. Taxpayers can use the eLounge to access the different BIR eServices in the filing of application for registration, update of registration, filing of tax returns, submission of required reports/attachments, and other tax related transactions. However, for filing of ONETT applications via the eONETT system, a P 150.00 convenience fee will be charged per transaction.
The RDO shall deploy at least three (3) personnel who are trained and knowledgeable on the use of all BIR eServices at the eLounge to assist taxpayers in accessing and using the BIR eServices.
The eLounge facility is open from 8:00 AM to 5:00 PM. It may be used beyond office hours depending on the needs of taxpayers and approval of the Revenue District Officer, taking into consideration the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
