Valenzuela Residents with NCAP Traffic Violations Granted with “NCAP Relief”

Valenzuela City’s 8th City Council approved Ordinance No. 901, Series of 2021, or the “NCAP Relief Ordinance” granting incentives and relief on all traffic violations incurred by Valenzuela City residents under its “No Contact Apprehension” Program from March 17, 2020 until May 14, 2021 or at the end of the Modified Enhanced Community Quarantine (MECQ).

NCAP in Valenzuela is in effect in the City for almost two (2) years now, however, in the recent record from the private partner of the City Government of Valenzuela in the operation of NCAP, there have been numerous traffic violators residing in Valenzuela City who have yet to settle their NCAP traffic obligations.

Despite the Land Transportation Office (LTO) placing an alarm on traffic violators to settle their NCAP obligations, only a handful of registered owners are settling their obligations and most of them are asking for consideration due to financial or economic incapacity brought by the COVID-19 pandemic crisis.

In response, Valenzuela City compassionately grants incentives and reliefs to Valenzuela City residents with NCAP traffic violations from March 17, 2020 until May 14, 2021.

To avail of this relief, the traffic violator must comply with the following requirements and procedures:

  1. Fill up NCAP relief application form (https://valenzuela.gov.ph/ncaprelief.pdf) and submit the same at the Valenzuela City Traffic Violations Adjudication Committee (VCTVAC) located at City External Services Office (CESO), Dalandanan, Valenzuela City for assessment and evaluation;
  2. Applicant must be a bonafide resident of Valenzuela City and must present at least two (2) of the following proof of residency:
    1. COMELEC /Voter’s ID/Voter’s Certification indicating the residence in Valenzuela City;
    2. Barangay Clearance indicating that the applicant is a resident of Valenzuela City;
    3. Real Property Tax Declaration of the property issued by the City Government of Valenzuela where the applicant is presently residing (the name and address of the applicant must be indicated therein);
    4. Any two (2) valid Government-issued Identification Cards indicating the address of the applicant in Valenzuela City;
  3. The applicant must present the Official Receipt and the Certificate of Registration (O.R. and C.R.) of the subject vehicle caught by NCAP which must be duly registered in the name of the applicant and the address is located in Valenzuela City;
  4. For purposes of this Ordinance, an open deed of sale or sale of a motor vehicle shall not be accepted as proof of ownership by the applicant over the subject motor vehicle to avail the relief; and
  5. The VCTVAC shall evaluate the application for relief ex parte. However, the VCTVAC may invite or call upon the applicant for clarification on the supporting documents submitted or any relevant matter at the discretion of the committee.

Valenzuela City residents can now apply for the NCAP Relief this July 12, 2021 until December 31, 2021.

All settled or paid NCAP traffic violations committed within the relief period and prior to the effectivity of the Ordinance shall not be entitled to refund.

Through this Ordinance, the City Government of Valenzuela hopes to clear the records of traffic violators and assist them financially in covering their NCAP obligations.

Valenzuela City is known for promoting traffic discipline among motorists and implementing rules through City Ordinances.

The City has since created Ordinance No. 587, Series of 2019, otherwise known as the “No Contact Apprehension Program (NCAP) Ordinance of Valenzuela City” or the 24-hour enforcement of the Traffic Code of the City, instilling the round-the-clock obedience to traffic rules and regulations among motorists.

Traffic violations under NCAP include counter-flow driving, disregard of traffic control and signs or reckless driving, obstruction of pedestrian lane, driving over the yellow box, overspeeding, anti-distracted driving, driving an unregistered vehicle, improper attachment/tampering of authorized motor vehicle license plate and/or third plate sticker, cutting trip, illegal display of signboard, tricycles/pedicabs on national roads, truck ban, and violation on anti-spillage measures.
