Department of Public Works and Highways (DPWH) Undersecretary Emil K. Sadain is now the Chief Implementer of the Build, Build, Build (BBB) Program tasked by Office of the President to supervise and oversee the overall implementation of various flagship projects.
President Rodrigo Roa Duterte thru a recent Memorandum by Executive Secretary Salvador C. Medialdea to DPWH Acting Secretary Roger G. Mercado named Undersecretary Sadain as Chief Implementer of BBB Flagship Projects for the expeditious execution and timely completion of well-planned, sustainable and integrated infrastructure identified as key to accelerating economic growth.
Humbled by the President’s trust and confidence, Undersecretary Sadain said that he will pursue all efforts to ensure that the BBB program is implemented to its fullest extent and provide a good foundation for the next generation.
With his new responsibilities, Undersecretary Sadain will be working closely with the NEDA, DOF, DBM, DOTR, BCDA, and other government agencies and private sector concessionaires implementing flagship projects that will raised the Philippine infrastructure to be at par with the world’s best.
Although the term of current administration is winding, there will be no let up in the government’s commitment to pump-prime economy with investment on more projects to stimulate both short-term growth through employment generation and long-term inclusive development by ensuring that infrastructure is not merely concentrated on urban areas but extends even to the countryside.
We shall closely consult with concerned agencies to reduce the lag time from conceptualization to implementation and shorten start-up periods by compressing the timeline in the review and approval process so as to accelerate priority projects from pre-planning stage of feasibility studies to detailed engineering design (DED), procurement, civil works construction, and completion, added Undersecretary Sadain.
Behind the modest image of the BBB Chief Implementer is more than three (3) decades of government experience, devoting his technical expertise and knowledge in raising the bar of infrastructure development in the country. He started his public service career in 1986 as Senior Civil Engineer at DPWH, then called as the Ministry of Public Works and Highways. Since then, he has held various positions and offices in DPWH as a Career Executive before rising to the rank of Undersecretary in 2016.
He obtained his Bachelor of Science in Civil Engineering Degree from the Western Mindanao State University in 1985 and passed the Civil Engineers Licensure Examination of the same year. He further studied and completed his Bachelor of Science in Sanitary Engineering at the National University in 1991 and placed 2nd in the Sanitary Engineers Licensure Board Examination in 1992. He completed his Masters in Construction Management at the University of the East in 1995. As former Professor/Faculty Member of National University – Manila from 1992–1994, he taught graduating civil and geodetic engineering students the fields of Project Construction Management, Wastewater Engineering and Laws, Water Supply Engineering, and Laws/Ethics and Contracts.
More than his proven competence and credentials that speak volumes, he was conferred on September 2017 by President Duterte with the prestigious Presidential Gawad Career Executive Service (CES) Award. He is also a Regional Awardee for the National Capital Region in the Civil Service Commission’s 2020 Search for Outstanding Government Worker – Presidential Lingkod Bayan Award category.
Hailed as the Father of Reform Agenda in DPWH-Autonomous Region in Muslim Mindanao (ARMM), Undersecretary Sadain who was appointed on secondment status as Regional Cabinet Secretary for DPWH ARMM from January 2012 to June 2015 was also a recipient of a Plaque of Recognition as CES Outstanding CEO (Cost Effective Officer) for the 3rd Quarter of 2015 for his strategic leadership by way of improved policies, programs and fiscal management that led to the maximum utilization of resources and increased agency savings which boosted morale within the organization and the development of more infrastructures in the Region.
Aside from being a multi–awarded civil servant, he is also a very devoted Muslim family man. His family was awarded in 1999 the “Huwarang Pamilyang Filipino for Mindanao”.
Flagship Projects to Help Philippine Recover from Pandemic
The government thru DPWH is committed to help jump start the Philippine economy after being disrupted by Covid-19 pandemic.
In his report to Secretary Mercado, Undersecretary Sadain said that a number of flagship infrastructure projects implemented by the DPWH Unified Project Management Office (UPMO) Operations are steadily moving forward.
Under the auspices of Undersecretary Sadain, UPMO Operations – the office that handles large-scale infrastructure projects of the Department under Official Development Assistance (ODA) – construction works are going for the iconic 680-meter Binondo-Intramuros Bridge in Manila funded by a grant from the Government of China and will be completed this 1st Quarter of 2022; 11.60-kilometer (km) Samar Pacific Coastal Road Project envisioned to link the so called “Pacific Towns” and eventually establish a circumferential road loop of Samar Island in Eastern Visayas; 3.169-km Panguil Bay Bridge that will cut travel time between Tubod, Lanao Del Norte and Tangub City, Misamis Occidental from 2.5 hours to just 7 minutes; 230-km Improving Growth Corridors in Mindanao Road Sector Project in Western Mindanao; Davao City Bypass Road Project featuring 2.3-km twin mountain tunnel in Davao City; and Integrated Disaster Risk Reduction and Climate Change Adaptation Measures (IDRR-CCA) in Low-Lying Areas of Pampanga and Flood Risk Management Project for Cagayan De Oro River in Misamis Oriental to boost disaster resilience.
Game-changing projects to facilitate inter-island connectivity in the pre-construction stage with on-going financing arrangement with DOF and international lending institutions include the 3.9-km Samal Island-Davao City Bridge and 32-km Panay-Guimaras-Negros Island Bridges while the 32.15-km Bataan-Cavite Inter-Link Bridge and 3.3-km Cebu-Mactan 4th Bridge are on detailed engineering design stage.
Despite the more than a year of lockdown and quarantine measures, fervent resolve enables DPWH UPMO to complete some of the flagship infrastructure projects to steer and drive economic recovery from pandemic.
These include the 1.481-km BGC-Ortigas Center Link Road Project and 506-meter Estrella-Pantaleon Bridge under the Metro Manila Logistics Improvement Program; 9.9 km of river bank improvement, 1.8 km embankment, and 5.4 km dredging works to improve Pasig River in Manila, Makati, Mandaluyong and Lower Marikina River (from Napindan Channel to downstream of Mangahan Floodway) in Pasig that has mitigated flood damages, facilitated urban development, and enhanced favorable environment along the river; and flood risk management project for Cagayan, Tagoloan, and Imus Rivers.
The partial opening of 30-km toll-free Central Luzon Link Expressway Project (CLLEX) in July 2021 from Subic-Clark-Tarlac Expressway (SCTEX)/Tarlac-Pangasinan-La Union Expressway (TPLEX) connection in Tarlac City up to the intersection of Aliaga-Guimba Road in Aliaga for a distance of 18-km has improved connectivity betweeen the provinces of Tarlac and Nueva Ecija. In the Province of Bulacan, the 24.61-km Arterial (Plaridel) Bypass Road Project was completed in May 2018 and is presently undergoing widening works from two (2) to four (4) lanes under project phase 3 towards sustaining development momentum in the area.
As DPWH Focal Person for Bangsamoro Autonomous Region for Muslim Mindanao (BARMM) Infra Projects and the alternate representative in the Inter-Agency Task Force Bangon Marawi, Undersecretary Sadain spearheaded the preparation of holistic and comprehensive plan of national road projects for the rehabilitation and development of Greater Marawi.
Completed was the design and build of an 18.97-km Marawi Transcentral Road under the 2 Billion Japanese yen or approximately 970 million pesos donation/grant by Government of Japan for Programme for the Support to Rehabilitation and Reconstruction of Marawi City and Its surrounding Areas.
By May 2022, DPWH UPMO targets to complete the rehabilitation of another 18.78-km Marawi Transcentral Road Project Phase 3 implemented in four (4) contract packages of Road Network Development Project in Conflict-Affected Areas in Mindanao (RNDP-CAAM) funded by Japan International Cooperation Agency (JICA). Other projects such as 21.87-km ring road and 1.6-km Malabang Viaduct listed under the Bangon Marawi Comprehensive Rehabilitation and Recovery Plan will soon start under Asian Development Bank (ADB) financing.
At the height of national emergency brought by the surging contagion of the COVID-19, Undersecretary Sadain headed the DPWH Task Force on Augmentation of Local and National Health Facilities which facilitated the immediate construction of much-needed health facilities nationwide.
To date, no less than 768 healthcare facilities with a total bed capacity of 28,599 were completed that augments health service nationwide. Facilities completed consists of quarantine/isolation facilities, modular hospitals, and off-site dormitories for medical personnel and other frontliners.
