How to be a Supplier of Goods and Services in Government Procurement

DTI Region 2

August 31, 2021, The Department of Trade and Industry R2 conducted a free webinar on “How to be a Supplier of Goods and Services in the Government Procurement” via Zoom for businesses around Region 2.

Atty. Cyrus Restauro, OIC – Division Chief of DTI- Consumer Protection Division, in his welcome message, emphasized that one fundamental aspect in engaging in business is knowing your market. He added that one of the biggest institutional buyers is the government, thus businesses need to consider joining government procurement services to widen their market. As his last note, he said, “The DTI is not geared towards retributive justice, rather it gears toward a developmental path advocating the rights of consumers and development of businesses. DTI and businesses need to work together in upholding consumer welfare as well as the welfare of businesses”.

The highlight of the activity is the discussion of Mr. Reynaldo Villion, Senior Budget Management Specialist from DBM, of the processes and requirements to be qualified as bidder/supplier of the government. His comprehensive lecture consisted of the step-by-step registration process in the Philippine Government Electronic Procurement Systems (Philgeps), among others.

In his closing message, Mr. Serafin C. Umoquit, Trade and Industry Development Specialist, highlighted the initiatives of the government to help business establishment in widening their market and this activity provides the participants an opportunity to transact with the government as additional market.

The activity was in support of the businesses which are largely affected by COVID-19 pandemic due to the imposition of restrictions. With the numerous reductions of customers, most businesses are having a hard time coping up.

A total of 91 owners and representatives from businesses, Bagwis and non-Bagwis awardees alike, in region 2 joined the webinar.
