A NEW Philippine National Police digital network program called PNP One Network will further boost the force’s efficiency and effectiveness in performing its work 24/7, former PNP chief-turned veteran Senator Panfilo ‘Ping’ M. Lacson said.
“It is said that “modern technology has become the defining force of a new social order, in which efficiency is no longer an option but a necessity imposed on all human activity,” added the known anti-graft crusader from Senate.
“With the launch of the PNP One Network, a nationwide initiative that connects all PNP offices in a singular backbone, the Filipino public can expect higher efficiency in our police force’s performance of its ultimate duty – that is to serve and protect.

Gamboa for coming up with the innovation.
Gamboa said the PNP One Network and the PNP Email System are now officially activated as the most tangible manifestations of the PNP’s digital transformation and strongest response to the pressing need to adopt to the new normal thru full use of Information and Communications Technology.
The PNP chief said that a single backbone now connects all PNP offices from the National Headquarters down to the Municipal Police Stations. From Itbayat, Batanes in the North to Sitangkai, Tawi-Tawi in the South.
“We take pride in PNP One Network as among only five government networks in the same league as that of the Department of Finance, SSS, GSIS and DOST with established Autonomous System using Border Gateway Control,” he explained.
Gamboa said that the PNP Email System will now serve as a secured and reliable digital communications platform for all official correspondence of PNP units and individual PNP personnel who will be issued a lifetime official email account that will be used to log in to all PNP Information Systems Digital copies of all personnel transaction documents such as Special Orders, Medical Records training Certificates, as well as official announcements and notices will be individually received by PNP personnel thru this platform, he added.
Lacson said that being one among the five agencies that rolled out the use of autonomous systems using Border Gateway Control, “we are confident that the PNP is in the right direction in leveraging technology as a powerful tool for good governance and meaningful progress.”
“In addition, the culmination of the PNP Email System, which serves as a secured and reliable digital communications platform for all official correspondence of PNP units and individual PNP personnel, is a testament to the institution’s unwavering tenacity to rise above the inevitable demands of the new normal,” he added.
The known anti-graft crusader from Senate saluted the men and women of the PNP who are behind these endeavors. “We know that good governance takes place when we have well-intentioned people who bring their ideas, experiences, and strengths to the table. The PNP is fortunate to have transformative officers, through the leadership of Chief PNP Archie Gamboa, who remain committed to our collective aim of serving no one but the Filipino people,” he said.
Lacson last week led the turnover of computers donated by the PNP Foundation Inc. to the PNP Retirement and Benefits Administration Service headed by Colonel Arthur V. Bisnar whose program he cited for taking good care of police retirees and at the same time going after so-called ghost pensioners’ in the force.
He particularly lauded Gamboa’s decision to put Bisnar, a member of Philippine Military Academy Class 1999 as PRBS director.
“Hence when I learned that P/Col. Bisnar assumed the lead of the PNP Retirement and Benefits Administration Service, I already knew that we are on course for something transformative. Known as a stickler for discipline, a genuine agent of change, a reformist, and a leader of unflinching moral ascendancy, pensioners such as myself know for sure that everyone’s best interest would be his top priority,” he said.
The PNPI, following a request from Bisnar donated some IT equipment to the unit to jumpstart its computerization sans the usual bureaucratic delay that normally attends government procurement, with the objective of properly accounting and cleansing the list of pensioners and preserving the integrity of the police retirement system.
Early this year, Gamboa ordered the launching of the PNP” Oplan Bilang to account for all pensioners nationwide followed by what is now called track-care teams who, amid the pandemic, were able to reach out to tens of thousands of our pensioners to update and collect their records,” Lacson said.
The PNP-PRBS last February 26 launched its ‘Oplan Bilang’ with the support of all 17 PNP regional directors in the country. The program aimed to account, update and collect the biometrics of police pensioners nationwide earning it kudos from police retirees nationwide.
Gamboa said he has ordered Bisnar to modify and streamline the process of accounting of PNP pensioners to fit the New Normal; adhere to the community quarantine guidelines and protocols of the Inter-Agency Task Force in the Management of Emerging Infectious Diseases and most importantly, protect the pensioners who belong to the most ‘at-risk and vulnerable’ age groups.
