CONDOLENCE to a dear friend, Dr. Ted Martin, director of the Gat Andres Bonifacio Memorial Medical Center (GABMMC) and his entire family. His father, Rodrigo Martin passed on yesterday at 87.
His father’s urn may be visited at the Arlington Memorial Chapels (Faith Room) on Araneta Avenue. Viewing will be up to Saturday at 12 noon. From there, the urn will be brought to the San Vicente Chapel in San Miguel, Bulacan until September 22, 2020. Again, our deepest condolences.

Anti-Crime and Terrorism through Community Involvement and Support (ACT-CIS) partylist Rep. Eric Yap is being criticized by some netizens due to a building named after him.
It is no ordinary building. It is where the molecular biology laboratory at the Benguet General Hospital (BeGH) is located.
The ‘Eric Yap Building’ was apparently named as such in recognition of his having financed the lab’s construction and having contributed millions from his personal resources for the purchase of reverse transcription polymerase chain reaction (RT-PCR) and automated extraction machines for the said hospital, located in La Trinidad.
Because of him, the province of Benguet is said to be the first local government in the Cordillera to have such a molecular laboratory which could aid in boosting the testing capacity in that province.
Recognizing the aid of Yap is alright, as it is innate among us Filipinos to show debt of gratitude.
Netizens however, were quick to question why the said building, said to be located in a government compound, was named after Yap when he is still very much alive and kicking.
In doing so, the netizens cited the ‘Revised Guidelines on the Naming and Renaming of Streets, Public Schools, Plazas, Building, Bridges, and other Public Structures (NHCP).’
It says that “no local government units, institutions, places or buildings shall be named or renamed after a living person.”
I guess the netizens have a valid point in raising the issue at hand.
I remember when Manila Mayor Isko Moreno opened on his birthday last year the biggest dialysis center not only in the entire country but the whole of Southeast Asia.
The center is situated right inside the city-operated Gat Andres Bonifacio Memorial Medical Center (GABMMC) which is under the very able directorship of Dr. Ted Martin.
Before that, Mayor Kois wanted to honor the late Mayor Fred Lim with the gift of perpetuating his memory, being the one who actually founded the GABMMC to provide the Tondo residents with free medical services.
Himself a former city councilor and later, Vice Mayor who presided over the Manila City Council, Moreno knew that naming the dialysis after ex-Mayor Lim could not be done since the law barred him from doing so.
In the end, the center was named ‘Flora V. Valisno de Siojo Dialysis Center.’ Valisno was Lim’s late grandmother who took care of him as a young boy.
The young Lim had been abandoned by his parents and his grandmother remained the person closest to his heart even when she had passed on.
The move was backed by the enactment of a city ordinance, under the tutelage of Vice Mayor Lacuna in her concurrent capacity as the city council’s presiding officer.
Much as they wanted to name it after Lim himself, Moreno and Lacuna followed the law and made Lim just as happy, for the honor given to the person who raised him.
When Lim passed away last month, it was then that Mayor Kois and Vice Mayor Honey acted to rename the Universidad de Manila (UDM), this time, after Mayor Lim himself. It will soon become the Alfredo S. Lim University, in honor of the said university’s founder.
It was done in accordance with the provision of the law, thus: “No public place should be named or renamed after a person within ten years of his death except for highly exceptional reasons (e.g. his death was due to assassination in the service of the country, he/she gave exceptional service to the nation, death while trying to save others, death was a result of his patriotism, and death while in performance of one’s duty).
Lim’s exceptional service is beyond question hence, the renaming of the UDM is justified.
